The biggest highlight here is the quick turnover from Season 2’s November 24th end date, and Season 3’s December 1st start date.

Overwatch Principal Designer Scott Mercer also noted new attempts at making Overwatch more competitive.

Because of this overflow of Gold and Platinum players, Season 3 will place everyone at a rank slightly below where they ended in Season 2. Of course, if you continue to play well and get wins, your rank will go back up to where you were at the end of the second season.

Additionally, players will not need to play matches at the start of the third season to be ranked, but instead will have their Season 3 rank be more reflective of their Season 2 performance.

These changes are welcomed, and seem like they will not only help in competitive balance, but streamline the transition from Season 2 to Season 3.
